From the vSphere Client, select the ESXi host and go to Configure >> System >> Advanced System Settings.

Click "Edit" and select the "Security.AccountUnlockTime" value and configure it to "900".

Get-VMHost | Get-AdvancedSetting -Name Security.AccountUnlockTime | Set-AdvancedSetting -Value 900
